Tax Ombud, OGFZA Collaborate to Deepen Investor Confidence, Attract FDI
The Office of the Tax Ombud and the Oil and Gas Free Zones Authority (OGFZA) have agreed to strengthen collaboration aimed at improving investor confidence and attracting more Foreign Direct Investment (FDI) into Nigeria’s oil and gas free zones.

The collaboration is expected to provide a more effective mechanism for addressing tax-related complaints and regulatory challenges faced by investors operating within the free zones.

The partnership followed a courtesy visit by the Tax Ombud and Chief Executive of the Office of the Tax Ombud, Dr. John C. Nwabueze, to OGFZA. Discussions during the visit focused on improving the business environment and ensuring that investors have access to fair and transparent mechanisms for resolving disputes.

The Tax Ombud explained that its mandate complements the responsibilities of OGFZA by providing an independent avenue for addressing complaints relating to taxes, levies, customs duties, regulatory fees and other related matters. The office can also facilitate mediation and help identify systemic issues affecting taxpayers and investors.

On its part, OGFZA regulates activities within Nigeria’s oil and gas free zones and administers various incentives designed to encourage investment. These incentives, including tax exemptions and customs duty concessions, are intended to make the free zones attractive destinations for both domestic and foreign investors.

The collaboration is therefore expected to address some of the uncertainties that investors may encounter in relation to taxation and regulatory obligations. By providing clearer channels for resolving complaints, the agencies believe investors will have greater confidence in Nigeria’s investment environment.

Both institutions also identified areas of possible cooperation, including taxpayer complaint resolution, clarification of tax incentives, review of recurring complaints, promotion of transparency and accountability, and improved mediation and dispute-resolution processes.

The partnership is particularly significant as Nigeria continues to pursue policies aimed at increasing investment, strengthening tax administration and improving voluntary tax compliance. A predictable and transparent tax environment is essential for investors when making long-term investment decisions.

For Nigeria, attracting FDI is not only about providing incentives but also about ensuring that investors can operate within a stable regulatory environment where legitimate complaints are addressed promptly and fairly.

The two agencies have appointed liaison officers to coordinate the collaboration and facilitate its implementation.

If effectively implemented, the partnership could contribute to reducing tax-related disputes, improving taxpayer confidence, strengthening voluntary compliance and making Nigeria’s oil and gas free zones more attractive to investors.

Ultimately, the collaboration between the Tax Ombud and OGFZA demonstrates the importance of combining effective tax administration with investor protection and regulatory certainty in creating an environment capable of attracting sustainable investment and supporting Nigeria’s economic growth.
